Members of the Auxiliary Division are volunteers.

Their mission is to assist the Bureau of Police during times of disaster or other civil defense emergency. To prepare for the mission this Auxiliary Division volunteers train by attending classroom and practical training, and by assisting the Police Bureau with the control of pedestrian and vehicular traffic at special events.

Volunteering with the Auxiliary Division is a very rewarding and interesting way to serve the community. Auxiliary members work closely with the regular police officers and have a front row seat to many of the City’s most popular events. Many of the current members have found their service so rewarding that they have remained active for decades.

Members of the Auxiliary Division are not police officers and they have no law enforcement authority; they do not patrol and they do not make arrests or issue summonses. All of their activities are about preparing for their role in disasters and emergencies.

The Auxiliary Division meets once a month on a Monday evening for training and participates in special events that are usually on weekends. Members are expected to participate in training and special events for an average of about 15 hours per month, sometimes more. In addition new members are required to attend a 40 hour basic training program that is given in the evening over a two week period.

Applicants for the Auxiliary Division must be:

  • A citizen of the United States.
  • A resident of the City of White Plains.
  • Between twenty (20) and fifty (50) years of age at time of application.
  • A NYS licensed driver & with a clean record for at least three (3) years prior.
  • A high school graduate or possess a GED.
  • A person with no past or present criminal history.


Before appointment applicants will be subject to a background investigation, interview, psychological examination and a physical examination including but not limited to:

Eye sight test (20/40 without correction)
Hearing Test
Substance abuse test

Within the White Plains Police Department, administration and support services play a pivotal role in ensuring the efficiency and effectiveness of law enforcement operations. These services encompass a wide spectrum of critical functions, including the management of department technology, compliance with discovery procedures, digital evidence oversight, budgeting, staffing, licensing, financial management, and grant administration. Efficient administration plays a fundamental role in resource allocation, guideline establishment, and proactive planning to address future challenges.

The synergy between administration, support services, and technology forms the backbone of effective law enforcement. Here are some responsibilities held by the Administration and Support Services Division members, along with the advantages derived from employing technology to fulfill these duties.

Department Technology: Computer-Aided Dispatch (CAD), enables seamless coordination between officers and the public. Records Management Systems (RMS) organize and store crucial data for investigations and legal purposes. Mobile computing enhances officers’ capabilities in the field, providing access to databases and enabling real-time information sharing.

Discovery Compliance & Digital Evidence Management: Handling digital evidence is crucial. Efficient systems for managing digital evidence and ensuring compliance are imperative for investigations and legal processes.

Report Request Fulfillment: Streamlining report requests through technology expedites the flow of information, aiding in timely case resolution and administrative processes.

Intranet and Web Site Administration: Managing internal networks and the department’s web presence is vital for communication, information dissemination, and public engagement.

Data Entry and Processing: Efficient handling of data through technological tools enables accurate record-keeping and aids in investigations and decision-making.

Financial Management & Grant Administration: Technology assists in managing budgets, grants, and financial resources efficiently, ensuring optimal allocation and compliance.

Staffing and Prisoner Processing: Utilizing technology for staffing management and prisoner processing streamlines administrative tasks, ensuring smooth operations within the department.

Special Operations combines proven problem solving and crime fighting elements with several innovative task specific units. Now under a single command a new collaborative effort has begun. Supported by critical training, equipment and resources, it stands ready to proactively address the new challenges of policing a dynamic and growing city.

Emergency Services Unit

The primary mission of ESU is to provide assistance and support to other emergency personnel during incidents that may be beyond the scope of normal police training and capabilities.
 
These incidents may include, but are not limited to: medical calls, hostage situation, EDP’s/barricaded subjects, high risk warrant service, violent crimes in progress, disasters and terrorism response.

ESU Officers duties include:

  • Intermediate/Advanced Emergency Medical Care
  • Hostages Rescue
  • Violent Crimes in Progress
  • Barricaded / Suicidal Persons
  • WMD/Homeland Security
  • High / Low angle rescues
  • Train/Bus emergencies
  • Bomb threats/suspicious packages
  • High-risk & no-knock warrant service
  • Water / Ice Rescue


Entry level training for all ESU operators consists of a 10-week program including rescue, tactical, medical and weapons training. Additionally each member undergoes monthly weapons and tactics training and regularly participates in County-wide training exercises.

K-9 Unit

The primary mission of the K-9 Team is to provide assistance and support to other emergency personnel during incidents that may be beyond the scope of normal police training and capability. These incidents may include, but are not limited to, Building searches, Searches for suspects or missing persons, Handler protection, Detection of explosives/nitrates as well as the Detection of certain controlled substances to include cocaine, heroin, marijuana and methamphetamines.

The White Plains Police Canine Unit utilizes handler-controlled deployment. This deployment technique is safer for the officers, the canine, the suspect, and anyone else who may be in the search area. When tactically deployed White Plains Police canines will engage and hold a suspect unless they receive a command from their handler to do otherwise. White Plains Police canines are kept in sight as long as it is tactically safe to do so, and the canines are always under voice control.

Department K-9 Teams will be used only for such functions for which they have been trained and demonstrated proficiency. The manner and methods of K-9 use will be determined by the K-9 Handler in accordance with his or her training, experience, and sound judgment.

Special Response Team (SRT)

The Special Response Team is a group of highly trained and equipped officers that are called upon to respond to incidents which are beyond the scope of normal police training.  To be a part of the Department’s Special Response Team, officers have to navigate a rigorous selection process which includes physical performance tests, situational judgement evaluation and firearms proficiency.

Special Response Team officers are deployed for incidents that would require specialized weapons and tactics such as Hostage Rescue, Barricaded Subjects, Building Searches and High Risk Warrant Service.    The Special Response Team is also frequently called to supplement the Department’s Emergency Services Unit during High/Low Angle Rope Rescues and incidents involving persons in crisis

Traffic

Traffic safety is the primary focus of the Traffic Division. In order to achieve traffic safety the division focuses on accident reduction.

This can be accomplished by enforcement of traffic laws, public education and awareness and a constant monitoring of situations and events that require police presence.

When combating accidents and accident related injuries there are several factors which have been identified as prime factors: speeding, driver inattention and safety/prevention. Because of these three factors officers pay strict attention to the areas of enforcement concerning speed, cell phone use and seat belt use. This selective enforcement involves strict enforcement of identified infractions in known and suspected locations within the city. These locations are determined by observations, surveys and civilian complaints.

To facilitate traffic safety the division incorporates the use of technical equipment as tools for roadway safety.These range from tint meters to radar units, alcohol screening kits to laser units and in car video cameras to automated license plates readers. Whatever tools are available the division will utilize them to provide a safe and secure route on the streets of White Plains.

A major function of the Traffic Division is coordination, planning and logistics of events within the city. These events range from the daily funeral escorts, to the closure of roadways due to parades, festivals, demonstrations, rallies or emergency events such as fires or electrical failures.

Construction within the city is a continual event. New building projects, maintenance and repair of old facilities and the general upkeep on the whole require planning and execution. The Traffic Division contributes input at logistical and pre-planning meetings and monitors roadway obstruction permits and street closures.

The Traffic Division is also responsible for the management of towing incidents involving vehicle accidents and impounds as well as the management of school crossings and those part time personnel employed to provide safe passage of students.

Patrol Division Officers safeguard the city twenty-four hours a day by foot, bicycle and by car. They are the first responders to a wide variety of calls for service including violent felonies, medical emergencies, traffic enforcement and assisting the public with all types of problems.

The Patrol Division is the largest and most visible division of the Department. It currently consists of eighty-five (85) sworn members (Police Officers) and eight (8) Public Safety Aids.

The division handles all patrol functions. This includes the routine and random patrol of the city, the response to calls for service, (emergency & non-emergency) and vehicle and traffic enforcement. The Patrol Division is committed to maintaining quality of life conditions for city residents and visitors. This is mainly achieved through the Department’s directed patrol program, where patrol officers locate problems and dedicate their direct attention to solving the issues. Problem solving techniques mainly include employing other department resources / city agencies, and partnerships with the community.

The Criminal Investigations Division is comprised of four units: General Investigations, Intelligence, Warrants and Narcotics. The overall mission of the division is to investigate crimes against people and property and to apprehend those persons responsible for crimes already committed.

Detectives are continually gathering and evaluating information. This involves the analysis of reported crimes, interactions with citizens and local merchants, interviews with suspects, victims and witnesses, the examination of evidence and an unrelenting desire to perform their sworn duty.

To enhance their effectiveness in criminalistics, detectives employ all resources available to them, including networking with other county, state and federal agencies. This allows detectives to gain information from surrounding jurisdictions and share technical expertise and experience.

General Investigations Unit detectives conduct a variety of investigations. The duties of an investigator may range from obtaining documentation relating to harassing phone calls, to retrieving essential DNA samples at a homicide scene. Each detective strives to excel in all aspects of criminology including evidence collection, interview and interrogation, case documentation and court testimony.

The Intelligence Unit conducts investigations, analyzes information and prepares bulletins and reports on police-related matters for department-wide dissemination. The unit is responsible for organizing and analyzing data from internal and external sources, and maintaining databases on criminal activity, parolees, confidential informants and any other group or activity identified for monitoring by the Commanding Officer of the Division

The Warrants Unit is assigned the task of actively pursuing and arresting those subjects who evade court proceedings. These detectives assist other divisions and agencies in the coordination of warrant executions for individual cases and are responsible for the maintenance of the division’s warrant tracking files.

The Narcotics Unit is primarily detailed with the suppression and control of the illegal drug trade by identifying and incarcerating drug traffickers and subjects who possess illegal substances. The Community Advocacy and Strategic Initiatives Unit (CASI) has the responsibility to develop cutting edge strategies to control crime.

The White Plains Department of Public Safety has made a commitment to a policing paradigm that would fight crime on all fronts. On one front, the Department uses traditional strategies to target high-rate offenders, their illegal activities, and neighborhood hot spots. On the other, the Department’s CASI Unit has taken the lead in developing and implementing non-traditional programs to target the factors that drive down crime and violence. The entire Department embraces the philosophy that problem solving is the most effective method of reducing crime and maintaining order, especially when it is integrated with other private and public sector agencies in the community.The community partnerships developed have resulted in the creation of programs that provide enhanced services to victims of domestic violence, sexual assault and children exposed to trauma.

The Community Policing Unit identifies and implements neighborhood-based police services to reduce crime, improve the quality of life, and engage community members in building partnerships and solving problems. 

This assignment is intended to encourage and foster inclusion of all community members when deploying Community Policing strategies. This initiative permits the Department of Public Safety to maximize its use of resources while serving the needs of the entire community.

Proactive strategies and tactics such as crime analysis, problem solving and community partnerships are used to creatively address crime and social issues that may lead to crime. CompStat information facilitates the identification of where and when resources are to be implemented. Collaboration with community partners identifies problems such as neighborhood decay, physical and social disorder. Together the police and community partners will deal with addressing the root of the identified problems.
