Deputy Commissioner Joseph P. Castelli is a 35 year veteran of the Department and served as Chief of Police for the past 6 years before his appointment as Deputy Commissioner in January of 2026. 

Deputy Commissioner Castelli served the first nine years of his career as a patrol officer, as well as a Field Training Officer and DARE officer. He was assigned to the Detective Division in 1999, promoted to Detective in 2000.

He was promoted to the rank of Sergeant in 2001. As a Sergeant, he was assigned to Patrol, as well as the Neighborhood Conditions Unit and Special Operations.

In 2005, he was promoted to Lieutenant, where he served as a Tour Commander, the Executive Officer of Patrol and then as Patrol Commander.

In 2012, he was promoted to the rank of Captain and served a year as the commanding Officer of the Patrol Division, and was then assigned as Commander of the Criminal Investigations Division. He was promoted to Assistant Chief in December of 2018 and Chief of Police in July of 2019.

He is a proud graduate of the FBI’s National Academy Class 270, 2017.

Deputy Commissioner Castelli is a certified police instructor and holds a B. S. in Organizational Management from Manhattan College and an Assoc. in Criminal Justice from Westchester Community College.

Lieutenant Bryan Rushneck began his career in 2013 in patrol, where he also served as a Field Training Officer. In 2019, he was selected for the Special Response Team and later assigned to the Emergency Services Unit. He was promoted to Sergeant in November 2021.

Following his promotion, he was assigned to patrol as a supervisor while serving as a Special Response Team Leader. He was promoted to Lieutenant in 2025 and served as a Tour Commander in patrol for the day and night tours.

Lieutenant Rushneck is a certified firearms and Taser instructor and has instructed during Tactical Week at the New York State Division of Homeland Security and Emergency Services Training Center.

Throughout his career, he has received numerous commendations, including the Exceptional Merit Award for his actions at a house fire in 2020.

Lieutenant Rushneck currently serves as Executive Officer of the Special Operations Division, overseeing the Emergency Services Unit, Canine Unit, and Traffic Division

Captain Edward Robinson is currently assigned as the Commanding Officer of of The Criminal Investigations Division and Community Advocacy & Strategic Initiatives. 

Captain Ed Robinson started his career with the City of White Plains Police Department on August 6, 1993. Upon completion of recruit officer training, he was assigned to the Patrol Division. 

During his time in Patrol, he served as a Field Training Officer, was a Department Armorer and was a member of the Department’s Special Response Team.

In 2004, he became a member of the newly created Emergency Service Unit. He served in the unit until his promotion to Sergeant in 2006.

As a Sergeant, he returned to the Patrol Division supervising patrol squads and coordinating the recruit field training program.

In 2014, he was promoted to Lieutenant and served as a Department Tour Commander supervising patrol operations for his patrol squads.

In 2021 he was re-assigned to the Community Advocacy Strategic Initiative Division. During his time there, he served as the Executive Officer of the Division overseeing the Department’s Domestic Violence Unit, Mental Health Outreach Unit, Recruiting/Background Investigations Unit and School Resource Officers.

He was promoted to Captain in March of 2022 and assumed command of the Patrol Division before his reassignment to Criminal Investigations.

Captain Battaglia started his career with the City of White Plains in March 2005 as a civilian dispatcher. 

In January 2006, he was appointed as a Police Officer and assigned to the Patrol Division, where he also served as a recruit instructor and field training officer.  He spent much of his career on the night tour, and in 2008 was recognized by MADD as the DWI Officer of the Year.

In December 2012, Captain Battaglia became the department’s Field Training Coordinator, and in August 2013 he was promoted to Sergeant, continuing as head of the Field Training Program.  He was promoted to Lieutenant in July 2019 and served as a Tour Commander in the Patrol Division for the day and night tours.  In November 2020, he additionally assumed command of the newly established Neighborhood Initiative Unit.  In June 2021, he was promoted to Executive Officer of the Patrol Division and served in that role until August of 2025, when he was promoted to Captain and Commanding Officer of the Patrol Division.

Captain Battaglia is a general topics instructor with the Division of Criminal Justice Services, with specialties in RADAR/LIDAR, Field Training, Field Sobriety Testing, Chemical Spray Devices and Defensive Tactics and Principled Policing.  He is a certified instructor evaluator and holds Master Instructor status.  Captain Battaglia holds a Master’s Degree in Public Administration, with a specialization in Operations and Management, from the John Jay College of Criminal Justice.  He was honored by the Business Council of Westchester as a top 40 under 40 employee.

Captain Steven Carelli has been with the White Plains Police Department since January, 2009.  Captain Carelli is currently the Commanding Officer of the Special Operations Division – which encompasses the Emergency Services Unit, K-9 Unit, Traffic Unit and the Special Response Team. 

He began his career in 2009, serving in Patrol on the Special Response Team, the Neighborhood Conditions Unit, and the Emergency Services Unit (ESU). He also served as a Westchester County Police Academy Instructor and established the department’s UAS program in 2018.

Following his 2019 promotion to Sergeant, he supervised ESU and K9 operations as the Emergency Services Unit Supervisor. As a Lieutenant in 2022, he managed a $250,000 Communications Dispatch Room upgrade and also served as the Department Budget Officer and Quartermaster. He was promoted to the rank of Captain in 2026.
 
Throughout his career, he has received several awards and recognitions including 3 Life Saving awards, 2 Meritorious Duty awards and 23 Department Commendations.

Lieutenant Michael Knox is a 28 year veteran of the Department. His current assignment is as Executive Officer of The  Patrol Division which encompasses Patrol, Uniformed Community Policing / Housing, Field Training, Bicycle Patrol Officers, and The Neighborhood Conditions Unit.  

Lt Knox’s past assignments have included Commanding Officer of The Target Investigations Unit, The Narcotic Enforcement Unit, Police Mounted Unit and Field Training Unit.

Captain Michael Murphy is a 31 year veteran of the Department. His current assignment is as Commanding Officer of the Patrol & Special Operations Division where he oversees the Patrol Division, Emergency Services Unit, Neighborhood Conditions Unit and K-9 Unit.

During his career, he has been assigned as the Commanding Officer of the Traffic Division.

Captain Murphy is also a 2006 graduate of the 226th Session of the F.B.I. National Academy.

Chief Daniel McMahon is a 20-year veteran of the White Plains Police Department. As Chief he oversees the management of uniform services, all investigative units, personnel and information systems.

McMahon was promoted to Chief of Police on January 26, 2026, by Public Safety Commissioner Wade Hardy, advancing directly from his position as Captain and Commanding Officer of the Special Operations Division.

As Captain, Chief McMahon led the Special Operations Division, which encompasses the Emergency Services Unit (ESU), Special Response Team (SRT), K-9 Unit, Traffic Unit, and Training Unit.

Prior to his promotion to Captain, Chief McMahon built a diverse operational and supervisory background. He began his career as a Patrol Officer and later served as a Field Training Officer and member of the Special Response Team. He was assigned to the Neighborhood Conditions Unit in 2013 and the Emergency Services Unit in 2014. In October 2015, he was promoted to Sergeant and assigned to the Patrol Division, and in January 2017 transferred to Special Operations as Sergeant of the Neighborhood Conditions Unit. He was promoted to Lieutenant in December 2018 and served as the Executive Officer of the Special Operations Division, gaining broad leadership and administrative experience prior to his promotion to Captain in July 2021.
