A State of Emergency is hereby declared in the City of White Plains effective at 12:00 noon on March 16, 2020.

This State of Emergency has been declared to address the threat that the Coronavirus (COVID- 19) poses to the health and welfare of residents, business and visitors in the City of White Plains.

This situation threatens the public safety.

This State of Emergency will remain in effect until rescinded by a subsequent order.

Declaration of State of Emergency

As the Chief Executive of the City of White Plains, I, Thomas M. Roach, exercise the authority granted to me under Section 24 of the New York State Executive Law to preserve the public safety and provide all required and available assistance vital to the security, well-being and health of residents, business and visitors in the City of White Plains.

I hereby direct all departments and agencies of the City of White Plains to take whatever steps necessary to protect life, property and public infrastructure, and to provide such emergency assistance deemed necessary.

LOCAL EMERGENCY ORDER FOR CITY OF WHITE PLAINS

I, Thomas M. Roach, the Chief Executive Officer of the City of White Plains, in accordance with a Declaration of Emergency issued on March 16, 2020, and pursuant to Section 24 of the New York State Executive Law, do hereby order the following:

  1. No in premises food or drink service shall be permitted in restaurants, cafes, coffee houses, bars, taverns and clubs, provided, however, that such businesses may provide carryout and delivery services, along with window service, walk-up service or drive-up service.

  2. Food establishments listed above may allow five people inside at a time to pick up orders, as long as they stay six feet apart from each other.

  3. The following shall all be closed to the public: movie theaters, indoor and outdoor performance venues, gymnasiums, fitness centers, recreation centers, indoor sports facilities, indoor exercise facilities, exercise studios and spas.

  4. Following CDC guidelines, no events attended by more than 50 people shall be permitted.

This order shall take effect at 8 PM on March 16, 2020 and shall remain in effect until modified or rescinded by order of the Chief Executive.

This order may be extended in five (5) day increments.

Failure to obey this order is a criminal offense, punishable by law under New York State Executive Law § 24(5). Signed: March 16, 2020 at 2 PM in White Plains, New York.
