Captain Steven Carelli has been with the White Plains Police Department since January, 2009.  Captain Carelli is currently the Commanding Officer of the Special Operations Division – which encompasses the Emergency Services Unit, K-9 Unit, Traffic Unit and the Special Response Team. 

He began his career in 2009, serving in Patrol on the Special Response Team, the Neighborhood Conditions Unit, and the Emergency Services Unit (ESU). He also served as a Westchester County Police Academy Instructor and established the department’s UAS program in 2018.

Following his 2019 promotion to Sergeant, he supervised ESU and K9 operations as the Emergency Services Unit Supervisor. As a Lieutenant in 2022, he managed a $250,000 Communications Dispatch Room upgrade and also served as the Department Budget Officer and Quartermaster. He was promoted to the rank of Captain in 2026.
 
Throughout his career, he has received several awards and recognitions including 3 Life Saving awards, 2 Meritorious Duty awards and 23 Department Commendations.
