The City of White Plains proudly welcomed its newest public safety members and recognized the advancement of veteran leaders during a Swearing-In and Promotions Ceremony held Thursday, February 19, at the White Plains Performing Arts Center. The ceremony highlighted the department’s continued investment in leadership, professionalism, and service to the community.

The event was attended by numerous dignitaries and guest speakers, including Mayor Justin Brasch, Congressman George Latimer, Public Safety Commissioner Wade Hardy, Deputy Commissioner Joseph P. Castelli, and Department Chaplains Reverend Dr. Edward O. Williamson and Reverend Qalvy Grainzvolt. Members of the Common Council, family members, and colleagues gathered to recognize the achievements and commitment of those taking new oaths and assuming greater responsibility.

Welcoming the Next Generation of Firefighters

Eight probationary firefighters were officially sworn in, marking the beginning of their careers protecting the residents and visitors of White Plains:

  • Nicholas Constantino
  • Nolan Constantino
  • Nazir Hibbert
  • Alexander Siapanides
  • Christos Siapanides
  • Paul Clarke Jr.


These new firefighters now join a proud tradition of service, ready to respond to emergencies and safeguard the community.

Fire Department Promotions: Leadership From Within

Two experienced firefighters were promoted to the rank of Fire Lieutenant, recognizing their dedication, skill, and leadership.

Lieutenant Henri Burford
A lifelong White Plains resident, Lt. Burford enters his 10th year with the department. Serving in Group 2 at Station 2, he has operated both Engine 66 and Tower Ladder 6 and earned multiple unit citations for his work at fire scenes. Known for his reliability and mentorship, Burford has helped guide newer firefighters while also remaining deeply involved in the community through youth mentorship and coaching.

Lieutenant Nicholas Mancini
With nearly eight years of service, Lt. Mancini has built a strong reputation for professionalism and consistency. He began his career operating Engine 67 before transferring to Tower Ladder 6 to broaden his operational experience. A White Plains native, Mancini has earned unit citations for his role in significant fire responses and continues to demonstrate a strong commitment to his fellow firefighters and the community.

Detective Promotions and Career Advancement

Several officers were recognized for their investigative work and promoted within the Detective Division.

Promoted to Detective 3rd Grade:

Promoted to Detective 2nd Grade:

These promotions reflect their investigative skill, dedication, and contributions to solving crimes and serving victims.

Police Department Promotions: Recognizing Leadership and Service

The ceremony also marked the advancement of several respected leaders within the Police Department.

Police Lieutenant – Lieutenant Lisa O’Shea
Promoted from Sergeant, Lt. O’Shea is a nine-year veteran and former U.S. Army Sergeant. She has served in patrol, the Neighborhood Initiative Unit, and as a recruit instructor. A certified field training officer and instructor specializing in domestic violence and tactical communications, she has earned commendations for apprehending robbery suspects and protecting the community. In addition to her law enforcement career, she previously served as a teacher and is nearing completion of her master’s degree.

Police Captain – Captain Steven Carelli
Captain Carelli, who joined the department in 2009, has served in Patrol, the Special Response Team, Emergency Services Unit, and Neighborhood Conditions Unit. He established the department’s drone program and later supervised ESU and K-9 operations. As a Lieutenant, he managed a major communications center upgrade and served as Budget Officer and Quartermaster. His career includes three lifesaving awards, two meritorious duty awards, and numerous commendations.

Police Inspector – Inspector Madelin Cano
With 29 years of service, Inspector Cano currently oversees Professional Standards for both Police and Fire personnel. She began her career in Patrol before serving as a Detective in the Youth and Special Victims Units. As a supervisor, she led the Crisis Negotiation Team and held key leadership roles. Fluent in Spanish and born in Colombia, she has played a vital role in strengthening trust and communication between the department and the diverse community it serves.

Leadership at the Helm: Chief of Police

The ceremony also recognized the department’s new Chief of Police, Daniel McMahon III, who was sworn in earlier this year.

Chief McMahon brings more than two decades of experience, having previously commanded the Special Operations Division overseeing Emergency Services, K-9, Traffic, Training, and tactical operations. He introduced modern de-escalation and tactical disengagement strategies and received the department’s Medal of Honor for rescuing occupants from a house fire. As Chief, he now provides strategic leadership over all police operations, personnel, and public safety initiatives.

A Commitment to Service and Community

The ceremony represented more than promotions and new beginnings—it reflected the continued strength, professionalism, and dedication of White Plains’ public safety personnel. Each oath taken and badge earned symbolizes a promise to protect, serve, and lead with integrity.

As the City continues to grow and evolve, these firefighters and police officers stand ready to meet the challenges ahead, ensuring White Plains remains a safe and thriving community for all.
