On July 12th WPPD was contacted by Target Security in regards to a male subject coming into the store and exposing himself to female shoppers. Members of the detective division conducted a plain clothes detail in an attempt to locate and identify the subject who was captured on video surveillance. On July 14th, the subject had returned to Target and a foot chase ensued.
The subject identified as Yves Philippe (DOB 06/09/95) was apprehended and subsequently charged with public lewdness. After further investigation it was learned that Philippe had just been released from prison term for various sex offenses and due to this arrest was in violation of his parole as a registered sex offender.
