
After 25 years of dedicated service to the City of White Plains, Captain James Spencer officially retired from the White Plains Police Department.
Captain Spencer began his incredible journey in June 1999 and has worn many hats throughout his career — from Special Operations Nightlife Enforcement Officer to Criminal Investigations Detective, Patrol Sergeant, and later, Patrol Lieutenant and Special Operations Executive Officer.
In December 2018, he was promoted to Captain, where he proudly served as the Commanding Officer of Criminal Investigations and Community Advocacy & Strategic Initiatives. Under his leadership, units such as Domestic Violence/Victim Services, Mental Health Outreach, School Resource Officers, Narcotics, Intelligence, and Warrants thrived and made a profound impact on the community.
Captain Spencer’s commitment to professional development is equally impressive, having completed prestigious programs including the NYPD Hostage Negotiations Seminar, NYPD Homicide Training, IACP Leadership Training, the FBI Law Enforcement Executive Development Seminar, and graduating from the esteemed 248th session of the FBI National Academy.
Beyond his badges and titles, Captain Spencer is also a Police Instructor and a proud member of the City of White Plains Mayor’s Youth Board, showing his passion for mentorship and community growth.
